{"id":4378,"date":"2025-12-20T16:57:25","date_gmt":"2025-12-20T19:57:25","guid":{"rendered":"https:\/\/ajustica.net\/?p=4378"},"modified":"2025-12-20T16:57:25","modified_gmt":"2025-12-20T19:57:25","slug":"minint-devolve-poder-financeiro-as-delegacoes-provinciais","status":"publish","type":"post","link":"https:\/\/ajustica.net\/index.php\/2025\/12\/20\/minint-devolve-poder-financeiro-as-delegacoes-provinciais\/","title":{"rendered":"MININT DEVOLVE PODER FINANCEIRO \u00c0S DELEGA\u00c7\u00d5ES PROVINCIAIS"},"content":{"rendered":"\n<p>O Minist\u00e9rio do Interior anunciou esta semana a implementa\u00e7\u00e3o de novas pol\u00edticas financeiras com foco na descentraliza\u00e7\u00e3o da gest\u00e3o de recursos, visando melhorar o funcionamento dos servi\u00e7os e refor\u00e7ar a autonomia das estruturas provinciais.<\/p>\n\n\n\n<p>O an\u00fancio foi feito esta pelo ministro do Interior, Manuel Homem, durante a abertura do 5.\u00ba Conselho Consultivo da Administra\u00e7\u00e3o e Finan\u00e7as do MININT, que decorre em Luanda.<\/p>\n\n\n\n<p>Segundo o governante, uma das principais medidas passa pela devolu\u00e7\u00e3o do poder de decis\u00e3o \u00e0s delega\u00e7\u00f5es provinciais sobre a gest\u00e3o das receitas arrecadadas, permitindo uma resposta mais r\u00e1pida aos constrangimentos financeiros e operacionais enfrentados a n\u00edvel local.<\/p>\n\n\n\n<p>Manuel Homem explicou que a iniciativa pretende reduzir a depend\u00eancia excessiva do n\u00edvel central, aumentar a responsabiliza\u00e7\u00e3o dos gestores provinciais e garantir maior efic\u00e1cia na presta\u00e7\u00e3o dos servi\u00e7os \u00e0 popula\u00e7\u00e3o.<\/p>\n\n\n\n<p>Para assegurar o sucesso da reforma, o ministro orientou o Departamento de Administra\u00e7\u00e3o e Finan\u00e7as a actuar em coordena\u00e7\u00e3o com a Inspec\u00e7\u00e3o-Geral da institui\u00e7\u00e3o, com o objectivo de refor\u00e7ar os mecanismos de controlo, transpar\u00eancia e boa governa\u00e7\u00e3o na utiliza\u00e7\u00e3o dos recursos p\u00fablicos.<\/p>\n\n\n\n<p>O 5.\u00ba Conselho Consultivo da Administra\u00e7\u00e3o e Finan\u00e7as do MININT re\u00fane respons\u00e1veis de v\u00e1rios n\u00edveis da institui\u00e7\u00e3o e serve de plataforma para a avalia\u00e7\u00e3o do desempenho financeiro, identifica\u00e7\u00e3o de constrangimentos e defini\u00e7\u00e3o de estrat\u00e9gias alinhadas com as prioridades do Executivo.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>O Minist\u00e9rio do Interior anunciou esta semana a implementa\u00e7\u00e3o de novas pol\u00edticas financeiras com foco na descentraliza\u00e7\u00e3o da gest\u00e3o de recursos, visando melhorar o funcionamento dos servi\u00e7os e refor\u00e7ar a autonomia das estruturas provinciais.
